The Strategy Cascade: Measuring Organizational Readiness
The Strategy Cascade: Why Your Readiness Question Has a Measurable Answer
If you’re a CHRO, chief integration officer, or leading a transformation, you’ve lived this: strategy gets locked in, the executive team aligns behind it, and six months later something has gone wrong that nobody quite predicted. The cascade stalled, or drifted, or landed differently across the business. The strategy didn’t change. The organization simply had to survive contact with it.
That gap is well documented, expensive, and almost entirely preventable. The structural conditions that determine whether your organization can carry a strategy are measurable before you commit to the cascade. Most organizations simply choose not to measure them. By the time they discover the answer, the plan can no longer change.
This whitepaper sets out three specific conditions: whether your message can travel (Reach), whether people will act on it (Belief), and whether it still means the same thing at the far end (Coherence). It describes how the Human Performance Operating System establishes these before your cascade begins, and how measuring them repeatedly tells you whether the programme is working while you can still act.
The evidence is grounded in network science, behavioural research, and real transformation data. What it describes is knowable. Most organizations simply choose not to know it.
